Description
This requirement is for a global enterprise mobile telecommunications solution supporting approximately 150–200 voice and data lines across the United States, Europe, North Africa, the Pacific, and Central America. The contractor must provide multi-carrier access, 4G/5G voice and data services, always-on international roaming, SIM/eSIM provisioning, and a secure management portal with usage analytics, billing transparency, rate optimization, and SLA monitoring. The solution must support ABMC-furnished Apple devices and integrate with Microsoft Intune for mobile device management, encryption enforcement, and remote wipe capability, while complying with Section 889 and federal cybersecurity supply chain requirements. — ABMC understands that it will take time to form teams and to prepare a proposal and that the geographical range of this RFP is vast. ABMC will evaluate proposals based on technical capability, solution quality, cost, regulatory compliance, and past performance. ABMC prefers a single award covering all locations, but reserves the right to make one award, multiple awards by site or region, or no award for certain locations if that approach provides better value, reduces risk, or better supports mission requirements. — Site assignments may be based on geographic coverage, service availability, demonstrated capability, price, and compliance with applicable requirements. If ABMC awards multiple contracts, each awarded contractor shall perform all work and meet all requirements for the Locations assigned under its contract. — ABMC may exclude specific Locations from award if a proposal does not meet technical, operational, or regulatory requirements, or if agency priorities change before award.
