Enclosed is a Request for Proposals (RFP) for Supply and Deliver - High-Grade Heating Oil (Diesel). If you would like to submit proposal, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit them to the address shown on the Standard Form 1449 that follows this letter. — The U.S. Government intends to award a contract to the responsible company submitting an acceptable proposal at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. — For Questions — Any and all questions regarding this solicitation must be submitted in writing, in English, on or before the deadline. Failure to do so will prohibit entry and therefore participation. Proof of SAM Registration — Notwithstanding FAR 4.203-1(b)(5)(ii), I have determined that it is in the best interest to the Government that offerors be registered in the SAM (System for Award Management) database found at https://www.sam.gov prior to submittal of their proposal. Failure to have an active account in SAM at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration shall be given.
