NOTICE OF INTENT TO SOLE SOURCE — The 9th Contracting Squadron (9 CONS) at Beale Air Force Base (AFB), CA, intends to award a firm-fixed-price sole source purchase order to Complete Engineering Solutions (CES), under the statutory authority permitting Other Than Full and Open Competition. The anticipated authority is FAR 13.106-1(b)(1), Soliciting from a single source. — Requirement Overview: — The objective of this procurement is to acquire immediate, critical repair services and a follow-on two-year preventive maintenance agreement for a proprietary Nitrogen Generator utilized by the 9th Maintenance Squadron (9 MXS). The equipment requires immediate diagnostic testing, replacement of proprietary components, and restoration to fully operational status following a malfunction in November 2025. — Justification for Sole Source: — Complete Engineering Solutions (CES) is the Original Equipment Manufacturer (OEM) of the equipment. Market research indicates that CES is the only responsible source that possesses the proprietary technical data rights, specialized diagnostic equipment, internal software architecture, and OEM-certified replacement parts necessary to safely restore the system to full operational status. Utilizing an unauthorized vendor would require reverse-engineering, void existing safety certifications, and cause unacceptable delays to the 9 MXS mission. — The Government will consider all responses received by the deadline of July 08, 2026, at 10:00 AM PST.
