Amendment 2: The purpose of Amendment A0002 to RFP 70B02C26R00000001is to provide an updated Section B “Schedule of Services Price/Cost” Sheet. — --------------------- — Amendment 1: The purpose of Amendment A0001 to RFP 70B02C26R00000001 is to provide answers to quesions received in response to the solicitation. — See A0001 — --------------------- — The Department of Homeland Security U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) is issuing this Request for Proposal to procure Aircraft Pilot Training Services which includes specific and generic training for a variety of Rotary Wing helicopters and Fixed Wing airplanes. The aircraft for Initial/Transition and Annual/Recurrent Training are: Airbus AS-350 B2, Airbus AS-350 B3, Airbus AS-350 B3e/H125, Airbus AS-350 2B1, King Air 200, King Air 350 with Collins Pro-Line 21, King Air 350 with Fusion, King Air 360, Bombardier DHC-8 Q200, DHC-8 Q300, DHC-8 Q300 with EFI-890, PC-12 Series X, UH-60 Black Hawk A, L and HH-60 models and UH-60 M. These training services must be in compliance with Federal Aviation Administration (FAA) regulations and among the FAA certified providers in accordance with Title 14, Code of Federal Regulations, commonly known as the Federal Aviation Regulations. — This procurement action is being solicited as a Full and Open competition with a Small Business set aside. The principle nature of the requirements described in this solicitation is consistent with services performed by industries in the North American Industry Classification System (NAICS) Code 611512 “Flight Training” with a Small Business size standard of $34M. More than one Offeror may be awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Contract Line Items. The period of performance will consist of 5 Ordering Periods. — The Aircraft Pilot Training Requirements are broken down into two Functional Areas which have been identified in the “Schedule of Services Price/Costs” Tables provided herein. — - Functional Area 1 is for Aircraft Pilot Training. This Functional Area is Full and Open Competition. — - Functional Area 2 is for the Light Enforcement Helicopter Training Requirements. This Functional Area is Set-Aside for Small Business Awards only. — All Functional Areas for each year proposed will be evaluated in accordance with the Evaluation Criteria detailed in this Solicitation. — RFP QUESTIONS: Questions or Concerns regarding any aspect of this RFP must be forwarded to Shante Melton, via email at shante.o.melton@cbp.dhs.gov on or before February 25, 2026 at 5:00 PM EST so that they can be addressed prior to submission of your proposal.
