Description

Cannon AFB, NM requires Portable Aircraft Rescue and Fire Fighting (ARFF) Live Fire Trainer and operator that will enable Cannon F&ES to train/maintain Aircraft Firefighter certifications in accordance with National Fire Protection Association (NFPA) Standards 1003 and 1403, and Federal Aviation Administration (FAA) Part 139 requirements. This is a requirement for live fire training evolutions for F&ES personnel over a period of 5 days to ensure all members receive the training. Bi-annual training will occur in the months of April and August. This BPA should cover a period of 5 years. Aircraft live fire training is required on a bi-annual basis by the Air Force Civil Engineer Center’s (AFCEC) Master Training Plan (MTP), and on an annual basis by the Federal Aviation Administration (FAA) per FAA Part 139. Moreover, AFI 10-210 requires fire protection personnel to complete Aircraft Live Fire Training every 12 months. Due to an extensive amount of safety issues, Cannon Fire & Emergency Service's (F&ES) static ARFF live fire trainer has been rendered out-of-service and would require costly repairs more than $1.5M. This has caused a significant training deficiency which could degrade rescue and firefighting capabilities of F&ES personnel. To augment the out-of-service ARFF training equipment and ensure timely compliance with the training requirements, the resulting contract of this effort will provide the required training equipment and instruction to all F&ES personnel.
