RHTP01: MOCC Operations

RFP 26-87448 Medical Operations Coordinator Center (MOCC) for the State of Indiana. This is Initiative 1 of the Rural Health Transformation Program (RHTP). On Dec. 29, 2026, Indiana was awarded a grant of nearly $207 million for the first year of the five-year Rural Health Transformation Program (RHTP) to address health outcomes in the state’s rural communities. The Indiana Department of Health seeks a respondent or respondents to support a statewide MOCC as a centralized 24/7 hub for day-to-day hospital and EMS operational reporting, patient transfer coordination, and EMS resource alignment with a primary goal of improving the quality and efficiency of statewide care coordination and transport of rural residents dependent on interfacility transfers for trauma, cardiac, stroke, psychiatric, OB/GYN, and urgent care needs. This request is for the full 5 years of the RHTP grant cycle.
